It should also be pointed out that, contrary to some peoples assumptions, the CICP is not a classless organization. The hierarchy: BOG -> MCI -> CCI was established by the BOG without input from those outside of the BOG. Least of all the CCIs. The MCI is tasked by the BOG to administer testing, and train prospective CCIs and MCIs. CCIs are not tasked with those functions. CCIs are not allowed to administer testing. They are not allowed to offer workshops that count toward the certification. They are not given access to the written testing forms. CIs are not expected to make themselves available, at their own expense (for me that’s around $400. per event) to give examinations at sports shows and conclaves. CIs, last I heard, were not allowed to serve on committees. So we must conclude the CCIs are not at the same level as the MCI or BOGs. This is how the organization is structured, none of us is going to be able to change that fact. If that “class” structure bothers a member of the CICP, they should have read further before they joined, it is a bit late to complain.
Following that there just might be communication among the MCI/BOGs that are of no interest or concern to a CCI.
It should also be noted that the FFF CICP does not have an effective, official, internet function for open communication within the CICP. This (Gordy’s) group is the result of individual initiative, in response to a perceived need, outside of the framework of the FFF. It is subject to the rules set up by the organizer, as is FFFCCI Yahoo Group, FFAM and Sexyloops, not to mention all the other forums and groups that exist elsewhere. These were started by individuals both for profit and not for profit as a way to increase communication within the community. So to allow that one is going to leave the FFF for the action of an individual setting up a group, outside of the FFFF’s control, is suspect.

Quick response to Guy's third point! One of the reasons I participate in this group is to try to deliver some of that information. There are more than a few participants in both forums. So the information gets there, eventually! My greatest current concern is that not all examiners appear to be current.
Ultimately it's down to us as instructors to try to stay current. We should be retesting, we should have trained examiners etc etc.
Regards point 1, I think candidates should have access to all the answers. It's how they convey that answer and involve students that is what we're examining. When you prepare a CI or MCI candidate you are in fact giving them the answers!! And in some cases they're more informed than the bloody examiners! Big problem if we don't fix it.

[GH] Interesting points to consider !
In the case of the CCI Study Group, Jim Bass and Gary Davison never actually send out the specific questions on the written exam or the answers. As Guy points out, the CCI's don't have access to them. Of course, the task descriptions are available on the FFF Website.
Both the CCI and our MCI Study Groups strive first and foremost to present information. While that can be construed as "teaching to the test" by some, we try to present concepts which go way beyond "pat answers" in an attempt to have the candidates at both levels receive background information which will bring them to an in-depth understanding of fly casting principles. That gives them the tools to come up with their own answers to exam questions based on acquired knowledge and logic as well as experience.
Paul Arden has shared information from his SL group. In turn, I have assured him that he may use anything of ours he finds of value for his.
I look at our Study Group as the sharing of information between Masters, CCI's, and other teachers of fly casting as well as those who study fly casting mechanics with emphasis on assisting Master candidates on their journeys to and beyond MCI certification.
I spend more time on these Group messages than some of you might imagine. How long can I continue to do this ? I don't know. I also try to be of assistance to Jim Bass and Gary Davison with their CCI Study Group.
My "payment" for what I do is the information I have gained from so many of you over the 10 years I've been doing this whether you are a CCI, a Master or one of our several members of the CBOG. As I've said many times, "we teach one another". I also "profit" from knowing we have helped some of you candidates to become Masters.
Do our deliberations help our contributing Master members stay current ? I'd like to think they do. Perhaps this is their return for helping as we go. They and our member CBOG's are ready to jump in to help correct any errors I might make along the way. Other fly casting authors and notables including Lefty Kreh and Ed Jaworowski have done the same thing.
This provides a system of "checks and balances" that help us be reliable.
Both of these Study Groups are "unofficial" in that they are not directly under Federation control. They are both strictly voluntary, not for profit groups.
As far as "hierarchy" is concerned, as a CBOG member, I consider myself as a Master who has volunteered to take on some of the tasks of FFF CICP day to day responsibilities. In no way do I feel that I outrank other Masters. I think I can speak for our other CBOGs when I say that most if not all of them look at it the same way.
