I have taken the Task description literally.
So, while one can achieve similar layouts either with a series of S-mends made immediately after the cast, I think the preferred way of doing it would be as a true "slack line cast ".
A true Master should be able to do it either way.
Other examiners may look at it differently.

The test states:” Casting approximately 40 feet.” Or making a 40 foot cast.
When I tested (before there were study guides etc.) the cast was to place the fly at least 40 feet out. Normally the test will state something like, “Starting with 40 feet of line do X,” if they are talking about how much line is to be used. So to me this is clear that the cast is to be out to 40 feet. Isn’t part of the skill adjusting the amount of line for the technique?

As you point out, the intent here is creating and controlling slack waves. The wave width is total wave width, as Tom C surmised.
There is no intent to also have the fly hit a target or land at a certain distance from the caster. Casting approx. 40 feet then making slack waves will put the fly closer than 40 feet. Some of these points have been clarified in the upcoming test revision; others should also be addressed in a test revision.
