I think that is usually true.
Having said that, I can imagine a rod designer making a rod faster or slower in different ways -
1. Changing the diameter taper. (wall diameter progression)
2. Changing the thickness of the wall from tip to butt.
3. Changing the type of fibers within the wall. (Low modulus fibers of glass or graphite for "slow action" / high modulus fibers for "fast" action.)
4. Combinations 1., 2.& 3..
